Regional Compliance Hub: Curbside Recycling, Glass, Hazardous Materials & Electronics — Ames / Story County, IA

This regional hub is designed to help apartment owners, asset managers, property managers, and residents support compliant waste and recycling practices using current City of Ames recycling, Resource Recovery, hazardous-material, and property-maintenance guidance.

Ames is currently transitioning away from its longstanding Refuse Derived Fuel (RDF) waste-to-energy system. The existing Resource Recovery Plant remains part of the City's current waste system while Ames develops its new Resource Recovery and Recycling Campus (R3C), which is targeted to open in July 2027. [1]

A major part of that transition is the City's new residential curbside recycling program, which began July 1, 2026. Single-family homes and multifamily properties containing four residential units or fewer automatically participate, while larger multifamily properties have separate opt-in, private-hauler, and City pilot/grant options. Ames Curbside Recycling: Automatic Service for 1–4 Unit Properties

Effective July 1, 2026, the City of Ames provides every-other-week curbside recycling for eligible single-family and multifamily properties containing four residential units or fewer. Each eligible property receives a 96-gallon blue recycling cart. [2]

The current recycling charge is $7.75 per month on the Ames Utilities bill for eligible customers. Eligible properties cannot opt out of the monthly charge, although the City allows removal of an unwanted cart. [2]

Accepted Curbside Materials: current City guidance accepts mixed paper, cardboard, qualifying glass food and beverage containers, #1 and #2 plastic bottles/containers, and ferrous/non-ferrous metal cans and qualifying metal. Materials should be placed loose in the cart, not bagged. [2]

Larger Multifamily Properties: Opt-In, Private Hauler & City Grant Options

Properties containing more than four residential units are not automatically included in the initial City curbside-recycling service. Current City guidance states that larger multifamily properties, small businesses, and other properties within Ames city limits may opt into the City's service using a standard residential recycling cart. Larger apartment communities may also work with private recycling providers. The City has specifically encouraged owners of larger multifamily properties to work with private haulers to provide recycling opportunities for residents. [3]

Do not describe recycling at every 5+ unit Ames apartment as either legally mandatory or simply unavailable. The current system provides multiple operating options, and the property's actual recycling configuration should be verified with the City and the property's downstream provider.

5+ Unit Multifamily Recycling Funding: Up to $5,000

The City of Ames is currently offering financial and technical assistance for apartment buildings containing five or more units to establish single-stream recycling. Current grants are available for up to $5,000, with no required cost match. [4]

Eligible expenses currently include items such as:

  • Up to six months of recycling-hauler fees.
  • Individual tenant recycling bins or tote bags.
  • Larger shared recycling containers.
  • Dumpster-screening construction.
  • Resident educational materials.
  • Other necessary supplies approved through the program.

Participating properties commit to implementing recycling for at least six months and reporting program results to the City. [4]

Glass Recycling: Blue Curbside Carts + Yellow-Bin / Drop-Off Options

Ames' new curbside-recycling program now accepts qualifying clear and colored glass food and beverage containers directly in the blue recycling cart at eligible 1–4 unit properties. [2]

The City's existing Bright Yellow Bin glass-recycling program also remains an available recycling pathway. The City continues to ask residents to keep container glass out of ordinary garbage because glass is abrasive to Resource Recovery machinery and can contribute to slag formation in the current waste-to-energy process. Yellow-Bin Glass Is Not Limited to Bottles and Jars. Current City guidance also accepts qualifying container glass including nail-polish bottles, perfume bottles, transparent drinking glasses, transparent glass plates, and candle jars. [5]

Pyrex, ceramics, mirrors, window/windshield glass, and other nonqualifying glass should not be placed in the Yellow Bin.

24/7 Resource Recovery Recycling Drop-Off

Ames continues to operate a 24/7 self-service recycling drop-off at the Resource Recovery Plant. Current City guidance lists the following sorted streams: flattened cardboard, mixed paper, metal, twist-off-top plastics, food waste, glass, clothing, and shoes. [6]

Important: residents should sort materials into the appropriate drop-off containers rather than mixing all materials together.

Ames Waste System: Transitioning Away from RDF Waste-to-Energy

The Arnold O. Chantland Resource Recovery Plant historically recovers metals and converts a portion of Ames' waste into Refuse Derived Fuel (RDF) for energy production. [1]

The City is now phasing out the waste-to-energy model because of aging equipment, operating costs, and regulatory challenges. [7]

The replacement Resource Recovery and Recycling Campus (R3C) is targeted to open in July 2027. Under the planned system, solid waste will be consolidated for transportation to a landfill, recyclables will be forwarded to specialized processors, and yard waste will be composted or otherwise processed. Household Hazardous Materials: Appointment Required for Many Materials

Ames' Household Hazardous Materials program accepts qualifying Story County resident household hazardous waste. Many hazardous materials require an appointment. Call 515-239-5137 to schedule a Wednesday afternoon or Saturday morning household hazardous-material appointment. [8]

Not Every Material Requires an HHM Appointment. Current City guidance states that no hazardous-material appointment is needed for certain materials, including sharps, light bulbs, antifreeze, waste oil, smoke/fire/carbon-monoxide alarms, and propane canisters. These materials use the City's applicable normal-operation pathway. [8]

Property / Business Waste Warning: apartment maintenance-shop chemicals, contractor-generated paints or coatings, pesticides, solvents, fuels, property-maintenance chemicals, and similar business-generated waste should not automatically be presented as household resident waste.

The City directs businesses and farms to contact Metro Hazardous Waste Drop-Off or Ames Resource Recovery for the appropriate disposal pathway. [8]

Electronics, Appliances & Bulky Items: Current July 2026 Resource Recovery Rates

The City of Ames publishes specific Resource Recovery fees for televisions, monitors, appliances, mattresses, couches, and other special materials. Current published rates include: [9]

Apartment Property Manager Caution: do not automatically treat an aggregated property-management load of abandoned televisions, computers, monitors, or other electronics as individual resident household material. Confirm the appropriate property/business disposal pathway with Resource Recovery before collecting or transporting a management-generated load.

Bulk Furniture & Move-Out Waste: Coordinate with the Property's Garbage Hauler

Ames' ordinary garbage collection system relies on licensed private garbage haulers. When furniture, appliances, mattresses, or other oversized materials need removal, the City advises residents and property users to first contact their private garbage collection service regarding pickup restrictions and additional charges. Eligible materials can also be self-hauled to the Resource Recovery Plant, subject to current acceptance requirements and fees. [9]

Property Manager Action: establish a written bulk-item process before student turnovers and peak move-out periods. Residents should not be encouraged to leave couches, mattresses, appliances, televisions, or other bulky waste next to a dumpster without an authorized collection arrangement.

Ames Rental Property Waste & Exterior Maintenance Requirements

Ames rental-property guidance states that exterior property must remain free from accumulation of refuse or garbage. [11]

Garbage placed outdoors for collection must be placed in a watertight and tightly closed receptacle. [11]

Current property-maintenance guidance also requires residents to properly use disposal facilities or storage containers and re-close or replace container lids. [12]

  • Prevent Accumulation: keep exterior property free of loose refuse and garbage.
  • Use Proper Receptacles: outdoor garbage should be contained in watertight, tightly closed receptacles.
  • Manage Overflow: right-size container capacity and collection frequency to help reduce repeated overflow conditions.
  • Move-Out Planning: establish advance bulk-item and extra-volume procedures for predictable turnover periods.

Garbage Haulers: Ames Licensing Requirements

Ames maintains a municipal garbage-hauler licensing program. The City directs garbage-hauler applicants to Municipal Code §§10.1–10.17 and maintains a current list of licensed garbage haulers. [13]

Apartment owners and managers using private collection should verify that their downstream garbage provider is appropriately authorized for the service being performed.

Story County: Regional Programs Do Not Make Ames Rules Countywide

Some Ames recycling and hazardous-material programs serve residents beyond Ames city limits. For example, the City's Yellow Bin glass network includes locations in communities such as Nevada, Slater, Huxley, Story City, Roland, and Maxwell, and the household hazardous-material program serves eligible Story County residents. Residential collection must occur at least weekly, and commercial collection must occur as necessary but not less than weekly.

Blue Grass City-contracted garbage & recycling — Republic Services Blue Grass currently contracts garbage and recycling service with Republic Services. Garbage is collected weekly and recycling every other Monday. City guidance states the carts are provided by Republic and remain with the property.

The City's current contract extension runs through June 30, 2033.

Multifamily managers should verify whether the specific property is billed/configured under the standard dwelling-unit program or requires a separate commercial arrangement.
Blue Grass Utilities
Buffalo Mandatory residential participation in City recycling program Buffalo Ordinance No. 577 states that all residential properties within the City are required to participate in the City's recycling collection program and are subject to the associated collection fee.

Property managers should treat recycling separation as an affirmative local requirement, not merely a voluntary amenity, while verifying the service configuration for larger apartment properties.

Eldridge Trash & Recycle
LeClaire Citywide dwelling-unit waste + recycling cart framework LeClaire §105.10 requires owners/managers of premises where refuse accumulates to maintain proper waste containers.

Unless otherwise waived by City resolution, the Code states the City shall provide one waste roll cart and one recycling roll cart to every dwelling unit.

The owner of a multiple dwelling must furnish, or require tenants to furnish, proper garbage containers. Property managers should verify cart counts and collection configuration for multi-unit developments.

  • Davenport Chapter 8.08: violations are municipal infractions with current civil fines of $100 for a first offense, $200 for a second offense, and $500 for subsequent offenses.
  • Each Day: Davenport §8.08.140 states that each day a violation exists constitutes a separate offense.
  • Other Remedies: the City may seek equitable relief or take other abatement action in addition to the civil fine.
  • Scott County Public Health Nuisance: the County investigates improperly stored refuse/garbage, accumulated filth, illegal dumping, and similar conditions. If a justified complaint is not corrected, the County states that a $250 citation can be filed.
  • Scott County Chapter 29: County-code violations designated as municipal infractions are currently punishable by $250 for a first offense and $375 for subsequent offenses. Each day the County infraction occurs constitutes a separate offense.

Waste Commission of Scott County: Regional Recycling & Disposal System

Waste Commission of Scott County is a 28E intergovernmental agency whose members include Scott County and its participating communities. The Commission operates the Scott Area Landfill, Scott Area Recycling Center, Household Hazardous Material Facility, and Electronics Recovery Center.

The Scott Area Recycling Center receives and processes residential recyclables from Scott County communities. Residents without curbside recycling can use regional drop-off locations, subject to current site hours and material rules.

Property Manager Caution: residential drop-off availability should not automatically be treated as authorization for an aggregated commercial/property-management load. Businesses and multifamily operators should verify the appropriate business or facility pathway before hauling property-generated material.

Hazardous Materials: Resident Household Waste vs. Property / Business Waste

Waste Commission currently accepts qualifying household hazardous materials from Scott County and Rock Island County residents at the Household Hazardous Material Facility, free of charge and without an appointment.

Businesses are handled differently. Business hazardous-waste disposal requires an appointment. The Commission's business program accepts eligible Very Small Quantity Generators (VSQGs), generally businesses generating no more than 220 pounds of hazardous waste per month and storing no more than 2,200 pounds on-site at one time, subject to current certification and disposal procedures.

Apartment Property Manager Warning: maintenance-shop chemicals, contractor-generated paint or solvents, pesticides, fuels, property maintenance chemicals, and similar management-generated materials should not be presented as resident household hazardous material.

Electronics & Batteries: Resident and Business Programs

The Waste Commission's Electronics Recovery Center accepts electronic waste from both residents and businesses, with current charges based on material type and weight. Current rates effective July 1, 2026 include separate charges for televisions/monitors, mixed electronics, batteries, and other material categories.

Property Manager Action: do not place televisions, monitors, lithium batteries, rechargeable batteries, or other restricted electronics in ordinary trash or recycling. Route abandoned or property-generated electronics through the appropriate Electronics Recovery Center/business pathway.
