Paducah Multifamily Solid-Waste Requirements

Paducah Code §42-49 regulates solid-waste preparation, containers, collection, commercial dumpster service, unlawful accumulation, prohibited disposal, contractor-generated debris, hazardous materials, and other waste-management practices. [2]

Container Rule: Residential waste receiving City residential service must be contained within the applicable City-issued container, kept tightly covered except when waste is being deposited or removed. Medical, hazardous and toxic waste and liquids are prohibited from City residential waste containers. [2]

Unlawful Accumulation: Paducah prohibits solid waste from accumulating on premises except in the containers specified by the Code. Odorous, unsanitary, offensive or unsightly waste accumulations can constitute a public nuisance. [2]

Contractor Waste: Contractors, builders, public utilities, tree trimmers and landscapers are responsible for removing trash and debris generated by their work at their own expense. Property managers should therefore keep renovation and contractor debris separate from ordinary resident waste. [2]

  • Confirm Service Type: Determine whether the apartment property is serviced with City rollouts, a City commercial dumpster account, or another legally authorized downstream collection arrangement.

City Commercial Dumpster Accounts: Collection, Access & Service Pads

When a multifamily property is serviced as a City commercial solid-waste account, Paducah §42-49 requires commercial collection at least weekly and more frequently when necessary to prevent an unsanitary or unsightly accumulation of solid waste. [2]

Commercial establishments generally use City 2-, 4-, 6-, or 8-cubic-yard dumpsters unless otherwise authorized by the City Manager or designee. Commercial containers must remain free of obstructions so City crews can service and inspect them. [2]

New Commercial Waste Accounts: Current §42-49 requires an approved dumpster service pad. Unless an exception is approved because of site conditions, the pad is constructed of 8-inch-thick concrete with a minimum compressive strength of 4,000 psi, fiber mesh or woven wire, and minimum dimensions of 12 feet wide by 30 feet long. The dumpster location must receive City approval through site-plan evaluation. Vehicle access must remain unobstructed by parked cars, and the location should provide the most direct practical route for the refuse vehicle to service the dumpster. [2]

Resident / Public Option: Paducah currently provides a public recycling drop-off location adjacent to GFL's transfer station at 400 State Street. There is currently no charge for the general public to drop off accepted recyclables. [1]

Recyclables are placed in large blue containers, with cardboard separated into the marked cardboard bin. [1]

Property Manager Note: The public drop-off list should not automatically be used as the accepted-material list for an apartment property's private or commercial recycling container. On-site resident recycling instructions should match the actual downstream recycling provider's specifications.

Provider Freshness Note: Paducah announced in March 2026 that its existing GFL solid-waste/recycling transportation contract expires September 26, 2026 and that the City was seeking proposals for future municipal solid-waste services. Verify the current provider, location and operating rules after that date. [12]

Glass: Keep It Out of the Paducah Recycling Drop-Off

Paducah expressly states that glass is not accepted at the public recycling drop-off facility. [1]

Do not place bottles, jars or other glass into the blue recycling containers. If the apartment property does not maintain a verified glass-recycling program, residents should follow the property's City-issued or authorized downstream waste-service instructions for disposal rather than contaminating the recycling stream.

Apartment Bulk Items: Eligibility Depends on the Property's Service Configuration

Apartment bulk-item service should not be described as universally available or universally unavailable. Paducah's current programs distinguish between properties based on how they receive City solid-waste service.

In March 2026, Paducah conducted a Household Bulk Item Collection Pilot Program. Residential apartment complexes were eligible only when they used City rollout containers rather than dumpsters. Commercial properties were not eligible. The March 2026 pilot has concluded, and the City is evaluating the program for possible future decisions. [5]

Current Property Manager Action: Before instructing residents to place furniture, mattresses or appliances curbside, confirm the property's current eligibility and applicable fees with Paducah Public Works. Dumpster-served apartment communities should coordinate bulky-item removal through the property's authorized service arrangement unless the City confirms another option.

Electronics: Not Accepted at the Paducah Recycling Drop-Off

Paducah expressly states that the GFL recycling drop-off does not accept electronics or batteries. [1]

The 2026 City-County Spring Clean Up Day accepted e-scrap and batteries, but that event occurred on April 18, 2026 and has already concluded. Property managers should not direct residents to a past event; check the City's current event information for the next scheduled program. [4]

Private resident options may also exist. Best Buy publishes an electronics recycling program at participating stores, and River Metals Recycling's Paducah facility lists certain electronic scrap including circuit boards, laptops and hard drives. Eligibility differs by material and generator, so verify the item before transport. [7] [8]

  • Best Buy Eligibility: Best Buy states that in-store recycling is intended for residents only. Products from businesses or organizations are not accepted through that household program. [7]
  • Best Buy Limits / Fees: Current program rules generally limit qualifying drop-offs and list a $29.99 per-item fee for qualifying TVs and monitors, subject to current size, brand and program restrictions. [7]
  • River Metals Recycling: 4265 Moody Road, Paducah, KY 42001. The facility lists electronic scrap such as circuit boards, laptops and hard drives. Confirm the exact device before transport. [8]

Commercial / Property-Management Caution: Do not aggregate resident electronics and assume the resulting apartment-management or business load qualifies for a household/resident recycling program.

Household Hazardous Waste: Spring Clean Up + Material-Specific Disposal Options

Paducah's current Public Works guidance does not identify the recycling drop-off facility as an HHW destination. Instead, the City provides an annual City-County Spring Clean Up event and material-specific disposal guidance. [3]

The most recent event was held Saturday, April 18, 2026 at the Republic Services transfer station, 829 Burnett Street. That event has concluded. [4]

The 2026 event accepted household garbage, qualifying appliances, limited tires, household hazardous waste in original labeled containers, ammunition, certain medications, batteries and e-scrap. [4]

Eligibility: The event was limited to Paducah and McCracken County residents, required proof of residency, and expressly prohibited commercial waste. Apartment maintenance, management, contractor or other business-generated hazardous waste should therefore not be represented as eligible resident event material. [4]

Latex Paint: Paducah's Current Disposal Instruction

Paducah specifically instructs residents disposing of latex or water-based paint to open the can and allow the paint to harden. Once the paint is completely solid and no longer pourable, the City instructs residents to set the open can out for garbage pickup. [3]

This household instruction should not automatically be applied to paint generated by an apartment maintenance operation, contractor, renovation project or other commercial activity.

Used Oil, Antifreeze & Other Special Materials

Paducah's current hazardous-waste guidance directs residents with antifreeze and used oil to check local automotive-parts retailers for disposal options. Other hazardous materials should follow the City's current material-specific guidance or an appropriate commercial/specialty provider when generated by property operations. [3]

Compost & Yard Waste: City of Paducah Compost Facility

The City operates a Compost Facility at 1560 North 8th Street for brush, leaves and yard debris. The facility is open Monday–Friday, 7:00 AM–3:00 PM. [9]

Disposal is free for Paducah city residents. McCracken County residents and contractors working within Paducah city limits are subject to the City's current fee schedule. Contractors may dispose only of qualifying debris removed from within Paducah city limits and must provide the resident name and source address when required. [9]

Paducah Solid-Waste & Property-Maintenance Enforcement

Paducah's current Chapter 42 enforcement schedule lists $100 per occurrence for listed appliance, grass, weed, litter, solid-waste and other specified nuisance violations. [2]

The current property-maintenance inspection schedule separately lists $250 for a third inspection, $350 for a fourth inspection, and $500 for a fifth and subsequent inspection. Where a citation is contested, the Code Enforcement Board may impose higher penalties within the limits established by the Code. [2]

Do Not Generalize These Penalties: The applicable ordinance, facts, inspection history, notice procedure and enforcement process determine actual exposure. These amounts should not be represented as automatic “dumpster fines” for every resident set-out mistake or recycling error.

Property Manager Information: Unincorporated McCracken County

Properties outside the City of Paducah should not automatically apply Paducah municipal collection, dumpster, recycling or bulk-item rules. Property managers should identify the property's actual jurisdiction, current solid-waste provider, zoning status, and applicable County property-maintenance requirements.

McCracken County Planning & Zoning administers County development-plan, conditional-use, variance, subdivision and other land-use processes. The County's current Comprehensive Plan was adopted by the City on January 28, 2025 and by the County on February 17, 2025. [10]

McCracken County Fiscal Court also adopted Ordinance 2024-12, replacing its prior property-maintenance code. The ordinance establishes updated nuisance standards, a code-enforcement function, and abatement/enforcement procedures. [11]

For an apartment acquisition, new development, dumpster-area relocation, major renovation or site-access change outside Paducah city limits, confirm any County planning, building, electrical, fire, access or property-maintenance requirements before making physical changes.

Commercial Recycling Collection Inside Paducah

Paducah's current recycling guidance states that commercial solid-waste haulers may collect recyclables from commercial entities within the City and that an annual City permit is required. The currently published permit fee is $50 per year. [1]

Glass: Keep It Out of the Paducah Recycling Drop-Off

Paducah expressly states that glass is not accepted at the current public recycling drop-off. Do not direct residents to place bottles or jars in the blue recycling containers.

Where an apartment property does not offer a verified glass-recycling program, residents should follow the property's City-issued or authorized downstream waste-provider instructions rather than assuming a particular disposal route.

Apartment Bulk Items: Verify the Property's Current Service Configuration

Bulk-item service should not be described as universally available or universally unavailable to apartments. Paducah's programs distinguish among residential service configurations.

During the City's March 2026 Household Bulk Item Collection Pilot, apartment complexes using City rollout containers rather than dumpsters were eligible, while commercial properties were excluded. That pilot has concluded.

Current Property Manager Action: before allowing residents to set out sofas, mattresses, appliances or other bulky material, confirm current City pickup eligibility, fees and placement instructions with Paducah Public Works. Dumpster-served properties should coordinate removal through their applicable service arrangement unless the City confirms another current option.

Paducah — Household Bulk Item Collection Pilot Program

Household Hazardous Waste: Resident Event + Material-Specific Options

The most recently published City-County Spring Clean Up Day occurred on April 18, 2026 at the Republic Services transfer station, 829 Burnett Street. That event has concluded.

The 2026 program accepted eligible household garbage, appliances, tires, household hazardous waste, batteries and e-scrap, but it required proof of Paducah/McCracken County residency and did not accept commercial waste.

Property-management, maintenance, contractor or other business-generated hazardous waste should therefore not be represented as eligible for the resident event. Verify the next event date and current material-specific disposal options before directing residents.

Latex Paint: Paducah's Current Resident Instruction

Paducah instructs residents disposing of latex or water-based paint to open the container and allow the paint to harden. Once it is completely solid and no longer pourable, the City instructs residents to place the open can out for garbage pickup.

This household instruction should not automatically be applied to paint generated by apartment maintenance, contractors, renovations or another commercial activity.

Compost & Yard Waste: City of Paducah Compost Facility

Paducah operates its Compost Facility at 1560 North 8th Street. Current published hours are Monday–Friday, 7:00 AM–3:00 PM.

City residents and nonresident/commercial users may have different fee and eligibility rules. Contractor loads must satisfy the City's current source-location and material requirements, so apartment landscaping or contractor debris should be verified before transport.

  • McCracken County General Penalty: Chapter 111 provisions referring to §10.99 are subject to the County's general penalty, which provides a fine of up to $250 for each offense where no different penalty is otherwise provided.
  • Do Not Apply $250 Universally: Chapter 110 property-maintenance enforcement uses its own code-enforcement, citation and abatement procedures and should not automatically be described as the same $250 solid-waste penalty.
  • County Nuisance Exposure: Chapter 110 applies outside Paducah city limits and can address accumulated trash, construction/landscaping debris, uncovered or damaged refuse containers, scattered garbage, discarded indoor furniture, tires and similar property conditions.
  • Paducah Nuisance / Solid-Waste Enforcement: current City enforcement provisions include specified $100-per-occurrence nuisance categories and escalating property-maintenance follow-up inspection penalties. These should be tied to the actual cited ordinance and enforcement process, not described as automatic dumpster or recycling fines.
  • Operational Documentation: retain service schedules, account information, resident instructions, inspection photos, corrective-action records, bulk-item procedures, and applicable site/dumpster approvals.
