- Scott County Public Health: the County investigates improperly stored garbage, accumulated filth, and illegal dumping. If a complaint is justified and the problem is not corrected, Scott County states that a $250 citation can be filed.
- Scott County Chapter 29: County-code violations designated as municipal infractions are currently punishable by $250 for a first offense and $375 for a subsequent offense. Each day a municipal infraction occurs constitutes a separate offense.

Waste Commission of Scott County: Regional Recycling & Special-Waste Resources
Waste Commission of Scott County operates regional waste and recycling facilities, including the Scott Area Recycling Center, Scott Area Landfill, Household Hazardous Material Facility, and Electronics Recovery Center.
Regional facility access is an important disposal resource, but it should not automatically be described as a substitute for a property's required or contracted municipal/private recycling arrangement.
Property Manager Action: residents without curbside service may use qualifying regional resident drop-offs, while apartment management should separately verify the appropriate pathway for aggregated, property-generated, commercial, maintenance, or contractor material.
Electronics & Hazardous Materials: Resident vs. Property / Business Waste
Scott and Rock Island County residents currently may drop off qualifying electronic waste free of charge and without an appointment at the Electronics Recovery Center, 5650 Carey Ave., Davenport. Appliances remain subject to applicable appliance fees.
Businesses and residents of other counties may also use the electronics program, but applicable commercial/electronics fees apply. Current business rates effective July 1, 2026 include separate pricing for televisions/monitors, mixed electronics, batteries, and data-containing media.
Scott and Rock Island County residents may also use the Household Hazardous Material Facility at 5640 Carey Ave. without a resident appointment and without a resident disposal charge for qualifying household material.
Businesses require an appointment for business hazardous-material disposal. Apartment maintenance chemicals, contractor coatings, pesticides, fuels, solvents, and other property-generated material should not automatically be presented as resident household waste.

Battery Fire Prevention
Waste Commission specifically instructs residents and businesses to keep lithium and rechargeable batteries out of garbage and recycling carts because damaged or compacted batteries can cause fires.
Qualifying batteries can be directed to the Electronics Recovery Center or applicable Waste Commission battery programs.
