The City of Charlotte provides garbage, recycling, and bulky-waste collection services to qualifying multifamily properties, including apartments, condominiums, and townhomes.

Multifamily communities generally use centralized dumpsters or compactors for municipal garbage collection. Properties with twelve or more units do not qualify for the City's individual residential cart or curbside collection program and must provide a dumpster or compactor to qualify for City multifamily collection service.

Charlotte also provides recycling collection to multifamily communities that qualify for City garbage collection; however, participation in the City's multifamily recycling service is optional.

Where City recycling service is used, recycling stations are generally located near the property's dumpster, compactor, or loading area. Recyclables placed into City recycling carts must follow current City preparation and contamination requirements.

National Doorstep operates as the property's doorstep collection service. Our porters move properly prepared resident waste and recycling from designated doorstep collection points to the property's approved on-site dumpster, compactor, recycling station, or other designated collection location.

National Doorstep does not replace the City, municipal contractor, private waste hauler, or other entity responsible for transporting waste or recyclables from the property to an off-site disposal or recycling facility.

NC Fire Code — R-2 vs. R-3

Charlotte Valet Trash Compliance: R-2 Apartments vs. R-3 & Residential-Code Housing

Occupancy classification matters when establishing a valet trash program in North Carolina. The North Carolina Fire Code does not regulate every residential property under an identical valet trash standard.

NC Fire Code §304.4 specifically establishes valet trash requirements for Group R-2 occupancies. An R-3 occupancy or a dwelling regulated under the North Carolina Residential Code should not automatically be treated as an R-2 apartment building for purposes of §304.4.

R-2 — Apartment Occupancies

Group R-2 commonly includes apartment buildings and other residential occupancies containing sleeping units or multiple dwelling units where occupants are primarily permanent in nature, subject to the property's approved code classification.

For R-2 occupancies, NC Fire Code §304.4 establishes specific conditions under which combustible trash or recyclable materials awaiting scheduled valet trash collection may be located in qualifying corridors or on egress balconies.

Key R-2 requirements include:
  • Trash or recyclable materials awaiting valet collection may only be placed in a corridor or on an egress balcony within five hours of the scheduled pickup.
  • Materials may not obstruct the required minimum means-of-egress width.
  • Trash and recyclables must be placed completely inside qualifying containers when §304.4 applies.
  • Containers must have tight-fitting or self-closing lids.
  • Containers may not exceed 2.0 cubic feet / 15 gallons.
  • Applicable container construction, heat-release, listing, and labeling requirements must be satisfied.
  • Apartment management must maintain written valet trash policies and procedures and enforce resident compliance.
  • Management must provide its policies and procedures to the authority having jurisdiction upon request.
  • Use of doorstep refuse and recycling collection containers may be revoked by the fire code official for violations of the applicable section.

R-3 / Residential-Code Housing — Including Some BTR

Detached rental homes, certain attached dwelling configurations, one- and two-family dwellings, townhouses, and some Build-to-Rent (BTR) developments may follow an R-3 or North Carolina Residential Code path rather than the R-2 apartment occupancy framework.

NC Fire Code §304.4 is specifically an R-2 valet trash provision. Its special R-2 corridor and egress-balcony provisions should not automatically be applied to an R-3 or Residential Code property as though the property were an R-2 apartment building.

For R-3 / Residential-Code properties:
  • Determine the property's actual approved code classification.
  • Do not assume that the labels “apartment,” “townhome,” or “Build-to-Rent” establish the occupancy classification.
  • Do not represent the R-2-specific five-hour and 15-gallon §304.4 standards as automatic R-3 requirements.
  • General fire-safety, combustible-waste, obstruction, property-maintenance, access, and means-of-egress requirements may still apply.
  • Doorstep collection locations should be evaluated based on the property's actual configuration, including porches, stoops, sidewalks, breezeways, common paths, and required exits.
  • Property management should obtain site-specific guidance from the applicable building or fire code official when the classification or permissible set-out location is uncertain.

Important: Build-to-Rent Does Not Automatically Mean R-3

“Build-to-Rent” is a development and operating model—not a building-code occupancy classification. A Charlotte BTR community can include detached dwellings, attached townhouses, apartment-style buildings, or multiple building configurations within the same development.

The applicable occupancy classification must be determined from the approved building design, dwelling-unit arrangement, applicable North Carolina code, permit documentation, and determinations of the authority having jurisdiction.

Property management should therefore determine whether the applicable building is classified as R-2, R-3, or regulated under the North Carolina Residential Code before applying a specific valet trash set-out standard.

R-2 Valet Trash: The Special Corridor & Egress-Balcony Exception

NC Fire Code §304.4.1 provides that combustible trash or recyclable materials may not generally be placed in exits, exit passageways, stair or ramp enclosures, corridors, elevator lobbies, or on egress balconies except as permitted by §304.4.2.

Section 304.4.2 then establishes a controlled exception for Group R-2 occupancies when trash or recyclable materials are awaiting scheduled valet trash collection and all applicable requirements are satisfied.

This distinction is important. Section 304.4 should not be interpreted as blanket permission to stage trash anywhere within an apartment community.

R-3 / BTR: Different Building Configurations

An R-3 or Residential Code BTR community may not contain the common interior corridors or egress balconies addressed by the R-2 valet trash provisions. Residents may instead have individual exterior entrances, porches, stoops, sidewalks, or other property-designated collection locations.

That difference does not eliminate applicable fire, life-safety, access, property-maintenance, or means-of-egress requirements. It means the property should be evaluated under the code provisions applicable to its actual classification and physical configuration rather than automatically applying the R-2 corridor exception.

Property Classification Before Implementation

Before establishing resident set-out procedures, property management should identify the building configuration and approved occupancy classification applicable to the community.

Charlotte-area properties may require different operational procedures for:

  • R-2 interior-corridor apartment buildings
  • R-2 exterior-corridor or egress-balcony apartment buildings
  • Garden-style apartment buildings
  • Townhouse-style rental communities
  • Detached Build-to-Rent homes
  • Mixed BTR developments containing multiple building types
