Frisco Recycling Context

Frisco Has Specific Multifamily Recycling-Enclosure Requirements

Frisco Code Chapter 74, §74-21: Multifamily properties with 30 or more total living units that received an approved site plan after the applicable ordinance became effective must construct at least one triplewide recycling enclosure in addition to appropriate refuse enclosures.

This is primarily a design and infrastructure requirement. It should not be interpreted as a universal requirement that every existing apartment community in Frisco provide recycling service regardless of its site-plan approval date.

Frisco's multifamily enclosure standards also address:

  • Recycling and refuse enclosure construction and configuration
  • Minimum separation from residential apartment buildings and adjacent residential district boundaries
  • Screening of refuse, recycling, and trash-compactor enclosures
  • Evergreen screening around multifamily refuse and recycling enclosures
  • Collection-vehicle turning radius and approach requirements
  • Minimum driveway and enclosure overhead clearances
  • Gate-stop requirements for safe servicing

Properties subject to Chapter 74 should review their approved site plan, enclosure configuration, landscaping, service access, and certificate-of-occupancy records when evaluating compliance.

Frisco may deny issuance of a certificate of occupancy when a property subject to the article does not conform to its applicable requirements. Violations of the article may also be prosecuted as misdemeanors with fines of up to $2,000, and each continuing day may constitute a separate offense.

National Doorstep's doorstep collection service is an upstream collection service: our porters move properly prepared resident waste and recycling from apartment doors to the property's designated onsite containers. National Doorstep does not replace the property's required final solid-waste or recycling hauler.

New Construction & Waste-Room Planning

For new multifamily construction or major renovations, coordinate refuse and recycling layouts with the approved site plan, City of Frisco requirements, fire code, building code, accessibility requirements, and the property's designated waste hauler.

Where permitted by the approved plans and applicable codes, useful sanitation features may include:

  • A properly located water supply or spigot for sanitation and wash-downs
  • A properly designed pitched floor to control wash water
  • An approved floor drain or drainage system where permitted
  • Adequate ventilation and washable surfaces in interior waste rooms
  • Sufficient access and clearance for the property's designated waste and recycling equipment

Important: Plumbing, drainage, enclosure, fire-code, accessibility, and waste-equipment requirements should be confirmed with the City of Frisco, the project's design professionals, the applicable fire official, and the property's waste hauler before construction.
