Multifamily refuse management in Honolulu is governed primarily by the Revised Ordinances of Honolulu (ROH) Chapter 42. Apartment and condominium properties must maintain adequate refuse collection and clean, sanitary refuse-storage areas.

Where a multi-unit residential building does not receive qualifying City collection service, the owner or designated management agent may be required to demonstrate that refuse is being collected by a licensed refuse collector at least once per week, independently delivered to an authorized disposal site at least weekly, or otherwise lawfully managed under Chapter 42.

Honolulu does not impose one blanket residential recycling source-separation mandate on every apartment or condominium solely because it is multifamily housing. However, property managers must still account for applicable refuse rules, disposal restrictions, bulky-waste controls, private-hauler requirements, and any separate requirements triggered by commercial, hotel, restaurant, office, or other uses located at the property.

The City and County of Honolulu also maintains a Condo Recycling Program that provides multifamily communities with recycling guidance, educational materials, loaner recycling carts, and qualifying startup-cost reimbursement subject to program requirements and available funding.
